How to Register on QuestCDN: Contractor Guide (2026)

October 19, 20268 min readConstructionBids.ai Team

Summary

To register on QuestCDN, go to questcdn.com, choose Bid On A Project or Join Now, and complete the registration form for your company. QuestCDN lists two bidder membership levels, Regular and Premier, and agencies that post there tell bidders that membership is free and that a fee applies to the bid documents you download. Downloading a project's documents puts you on its plan holder list, which is how addenda alerts reach you. Verify current steps on the official portal.

What QuestCDN is

QuestCDN, short for Quest Construction Data Network, is an online bidding service. QuestCDN's bidders page says general contractors, subcontractors, and suppliers use it to find and bid on public infrastructure projects, RFPs, RFQs, and goods and services opportunities, and its solicitors page describes agencies and the design community posting projects and digital bid sets there. Agencies that use it, such as the City of Yorba Linda, California, describe it as their way to advertise plans and specifications and track plan holders. QuestCDN's about page says the service launched in 1999. Its website footer describes QuestCDN as powered by Hubexo, and the Hubexo US Terms of Use, which list questcdn.com among the sites they cover, state that the website is operated by Hubexo US, Inc. QuestCDN's marketing pages live at home.questcdn.com, while sign-in and registration run on www.questcdn.com.

For contractors, the first question is who pays. QuestCDN's solicitors page tells agencies that posting a project and having bidding members download it costs the agency nothing, and that the agency sets the download cost for each of its projects. QuestCDN's bidders page lists the complete digital bidding document, which QuestCDN calls an eBidDoc, as a download that comes with a fee. Agencies say the same in plain terms. Anoka County, Minnesota tells bidders that contractors can become QuestCDN members without cost and that a fee is charged only for downloaded bid documents and online bidding. The City of New Berlin, Wisconsin tells bidders that bid documents can be previewed without cost. Check each project posting for its fee before you download.

The second question is who sets the rules. QuestCDN is the platform, but each posting is controlled by the owner or solicitor that published it. QuestCDN's user guide describes that party deciding whether documents can be previewed, whether a posting is private, whether online bidding is available, and which documents and bid bond format a bid must include. The Hubexo Terms of Use also state that the company does not undertake to review material before it is posted, so the solicitation documents always govern. For a broader view of where public construction work is posted, see our guide to finding government construction bids.

Step 1 - Create your QuestCDN account

Start at questcdn.com and choose Bid On A Project, Join Now, or Get Started. QuestCDN's homepage and bidders page send all three links to the registration page on www.questcdn.com, and returning users sign in through the Login link. QuestCDN's Registration and User Guide, in a version dated 2021 that the City of Middleton, Wisconsin posts for bidders, says to click Join and complete the Company Info, User Info, Membership, Profile, and Payment sections, with required fields marked by a red asterisk. The guide states that the membership is active immediately after you click Register. The Metropolitan Council in Minnesota gives similar instructions and lists five tabs: Company Info, User Info, Payment Info, Member Type, and Profile Info. The live form may have changed since those guides were written, so verify current steps on the official portal.

Expect to add a payment card. QuestCDN's 2021 user guide states that a credit card is required at registration, because QuestCDN assumes members join to download bidding documents and uses the card requirement to keep unrelated sign-ups out of its database and industry directory.

Check whether your company already has an account before you register. QuestCDN's guide states that the system finds duplicate accounts by company name and phone number, and that the main account holder on an existing account can add more users. Use a company email address that someone on your estimating team watches every day, because addenda notices and bid confirmations arrive by email.

Step 2 - Choose Regular or Premier membership

QuestCDN's bidders page lists two membership levels, Regular and Premier. Its comparison table marks both levels for viewing bid advertisements and RFPs, downloading a project's complete eBidDoc for a fee, viewing and retrieving plan holder information, automatic email addenda notifications on downloaded documents, viewing project and RFP results, the Industry Directory, and unlimited user logins. Only Premier is marked for browsing and searching the full list of current projects and RFPs, the My Projects and My Requests tools, one aggregated monthly billing statement, emailing other plan holders through Email to Bidders, and emailing bid advertisements to others.

Regular is the free level. QuestCDN's 2021 user guide calls Regular the default membership, states that there is no charge for it, and notes that there may be a cost to download documents. The same guide describes Premier as a paid subscription, with monthly and annual options priced by the states you choose to search and download fees totaled and billed monthly. QuestCDN's public bidders page does not list Premier prices, so confirm current pricing with QuestCDN before you upgrade.

The practical difference is discovery. Regular works when an agency notice gives you the project number. Premier is built for searching and saving searches across the states you pick. Verify the current feature list on the official portal.

Step 3 - Complete your company info, profile, and users

Fill in your company information with the same legal name, address, phone, and contact person you use on bid forms. Treat it as visible to the bidding community. QuestCDN's 2021 user guide states that the plan holder list shows each plan holder's company, contact, email address, phone, business certification, and business designation. The guide places your address, contact name, email, default designation, certifications, phone number, and website on the Company Info tab in My Account.

Two parts of the form deserve care. The Metropolitan Council tells vendors to pay close attention to the business certifications under Company Info and the category listings under Profile Info, and says registered vendors are emailed for projects advertised within the categories they select. QuestCDN's 2021 guide lists bid posting notifications among the messages Premier members receive, so verify on the official portal which notices your membership level gets. The guide also lists the designations a plan holder can show, including Prime Bidder, Subcontractor, Supplier, and Not Bidding, and says you can change your designation after downloading.

Set up access for your team. QuestCDN's guide says only the main account holder can open My Account, and that the main account holder can add users at no charge and with no limit on their number. Each user needs a unique username, and the guide describes per-user settings that control whether a user can work in online bidding and whether that user can submit a bid. The Hubexo Terms of Use, which cover questcdn.com, tell users to keep usernames and passwords confidential, so give each estimator a login of their own. While the main account holder is in My Account, have them create the company's Online Bid ID Code, which you need for online bids (see the bidding section below).

Step 4 - Find projects by number, agency, or state

How you find a project depends on your membership. QuestCDN's 2021 user guide states that Regular members look up a current bid opportunity with its QuestCDN eBidDoc number or the owner's project number, and that QuestCDN support can provide the eBidDoc number. Agencies publish that number for you. Anoka County, Minnesota states that its project advertisements on QuestCDN and on the county website include the Quest project number needed to access the electronic bid documents.

To follow one agency, use its own QuestCDN project list. The City of Middleton, Wisconsin and the City of Oakdale, California both link from their websites to a QuestCDN page listing their projects out for bid, and Middleton also links to a QuestCDN page of its bid results.

Premier members can search. QuestCDN's 2021 Premier user guide lists search fields for eBidDoc number, category codes, posting name, city, county, state, owner, solicitor, and posting type, plus a global keyword search across postings in the states chosen for the membership. It also describes saved searches that send email bid posting notifications. Verify current search options on the official portal.

Read the posting before you download anything. QuestCDN's guide states that a password prompt means either the documents are not yet available for download or the posting is private, and that you should contact the soliciting agent or check back later.

Step 5 - Download documents and join the plan holder list

Preview the documents first when the owner allows it. QuestCDN's bidders page says you can preview project documents and specs before becoming a plan holder. Its 2021 user guide calls the preview a free courtesy view that cannot be printed and that is unavailable when the solicitor or owner does not allow it.

When you are ready to bid or quote, download the eBidDoc from the posting. QuestCDN's guide states that the download is a PDF or zip file provided by the solicitor or owner for a specified download delivery fee, charged to the card on your account. The City of Yorba Linda, California tells bidders they can preview current projects at no charge or download plans and specifications for a small fee.

Downloading is how you join the plan holder list. QuestCDN's solicitors page tells agencies that the digital plan holder list updates when prospective bidders download bidding documents. The City of Oakdale, California states that only registered bidders who download plans are added to the electronic plan holders list, and that all listed plan holders receive the same access to addendums and project updates. Download from your own login so the right company and contact are recorded.

The plan holder list also helps with teaming. QuestCDN's bidders page lists viewing and retrieving plan holder information for both membership levels, and its 2021 guide reserves the Download Plan Holders List button and the Email to Bidders tool for Premier members. Minnesota State's bidder FAQ notes that subcontractors can see the list of prime contractors who have downloaded plans. Some owners add their own requirements on top of QuestCDN: the City of Oakdale tells bidders that to bid on a public works project they must be registered with the DIR (California's Department of Industrial Relations) and obtain plans through Quest.

Step 6 - Track addenda, questions, and results

Once you download the eBidDoc, QuestCDN's bidders page says you are automatically alerted to addenda and bid results once they are posted. Its comparison table lists automatic email addenda notifications on downloaded documents for both membership levels, and its solicitors page tells agencies that the platform automatically notifies bidders of addenda available for download.

Addenda cost nothing extra once you hold the documents. QuestCDN's 2021 user guide states that there is no additional charge for addenda and that bid documents must be downloaded before addenda can be downloaded. The City of New Berlin, Wisconsin and Anoka County, Minnesota both tell bidders that addenda can be downloaded without cost.

Download every addendum, and acknowledge it wherever the owner asks. For online bids, QuestCDN's guide states that a bid will not be submitted until all addenda are downloaded. A May 2026 addendum for a Cabool, Missouri airport project, posted on the Missouri Department of Transportation's website, told bidders to acknowledge the addendum on QuestCDN and in the proposal packet. The pre-bid meeting minutes included with that addendum stated that if an addendum is issued after you submit, QuestCDN will automatically un-submit your bid until you acknowledge the latest addendum.

QuestCDN's guide also describes a Q&A section on each posting, when the solicitor or owner turns it on, where you can submit questions. The owner can post an answer publicly or reply only to you. A private Message Center holds addenda notices, Q&A messages, bid submission confirmations, posted results, and receipts. For results, the Cabool pre-bid minutes told bidders that a bid tab would be available in the project plan room on QuestCDN once all bids were tabulated.

How to find and submit a bid on QuestCDN

Whether a project takes online bids is the owner's choice. QuestCDN's solicitors page offers agencies its vBid system for building bid forms, and its 2021 user guide shows online bidding on a posting only where it is available. QuestCDN's website calls the system vBid. The On-Line Bidding User Guide that QuestCDN prepared, which the 2026 Cabool addendum attached for bidders, calls it VirtuBid (vBid). Minnesota State's bidder FAQ, dated March 2023, also refers to the QuestCDN VirtuBid (vBid) system. Anoka County tells bidders that a fee applies to online bidding as well as to downloaded documents, so read the posting and the invitation to bid before bid day.

Set up the Online Bid ID Code early. QuestCDN's user guide states that the Online Bid ID Code is a passcode that acts as your company's digital signature and is required to submit an online bid. Only the main account holder can create, view, or change it, from My Account on the User Info and Online Bid ID Code tab. The guide attached to the 2026 Cabool addendum calls for at least 8 characters with one uppercase letter, one lowercase letter, and one numeral, and says your QuestCDN password may need the same security upgrade for online bidding.

You must be a plan holder to bid online. QuestCDN's guide states that you download the eBidDoc first, then open online bidding from the posting's Online Bid button or from the Online Bidding link in the main menu, and sign in with your QuestCDN username and password. Each bid has two main tabs. On the Qualification tab you download the forms the owner requires, upload completed files, and complete the bid bond section. On the Bid Worksheet tab you enter unit prices in color-coded sections, which the guide says include base bid, optional, and fixed items. The guide describes CSV export and import for pricing in a spreadsheet and warns that only the unit price field may be changed, or the import can fail. It also notes a 60-minute security timeout, so save often.

When both tabs are complete, choose Submit Bid, enter the Online Bid ID Code, and check I Agree to accept the terms. QuestCDN's guide states that the system then checks the bid and shows a Bid Not Submitted message for problems such as missing bid bond information, a missing required unit price, addenda that have not been downloaded, or a required file that has not been uploaded. After a successful submission, the guide says you receive a confirming email, which it tells you to keep.

You can change your mind before the deadline. QuestCDN's guide states that you can revise and resubmit as many times as needed before the bid closes, that the owner receives only the last submission, and that Unsubmit Bid removes your bid entirely while keeping your entered data. If you unsubmit and do not resubmit before closing, the owner receives no bid. The 2021 guide states that the owner or solicitor cannot access bid information until after the bid closes. Minnesota State's FAQ recommends submitting at least two hours before the deadline to leave time to resolve problems.

Bid bonds and signatures follow the owner's rules. QuestCDN's guide describes a bid bond section that takes either an uploaded electronic (PDF) bid bond or a Surety2000 bond ID, depending on what the solicitor requests, and says to complete only one if both are offered. For Surety2000, the guide says your insurance agent needs the QuestCDN project number as the contract number and your QuestCDN member number as the contractor ID. Anoka County gives bidders the same mapping and refers them to Surety2000 for help with electronic bid bonds. Minnesota State's FAQ states that a scanned copy of the bid bond must be uploaded before you submit, and the Cabool pre-bid minutes required an electronic upload of the bid bond and had the prime contractor sign and date the proposal packet. Beyond the Online Bid ID Code, QuestCDN does not publicly document a separate signing tool, so follow the solicitation's instructions and verify current steps on the official portal.

If you bid on several portals, compare this workflow with our guides to BidNet Direct registration, Bonfire registration, OpenGov Procurement, and CivCast registration. Federal work runs through SAM.gov registration. Our portal registration guides cover more portals, and our list of the best construction bidding software for 2026 compares broader monitoring tools.
