N°02 — Methodology

How we count

What counts as an open public bid

A notice counts when it is public, links to the issuing agency's official notice or document, and is not past its due date. Records that need a paid membership to view, such as BidNet Direct listings, are excluded. Private plan-room projects are not part of these public counts.

What counts as a construction bid

The construction figures above are the subset that is construction work or construction design and engineering, with a concrete future deadline. Office supplies, software, staffing, services and standing vendor lists without a date are left out. We classify by the notice title and trade; spot checks put this at about 90% precise, and when a title is ambiguous we leave it out rather than in.

Duplicates

Agencies often post the same bid more than once, and we read some sources repeatedly. Each bid counts once: we keep the newest record per bid identity.

Freshness

Sources are read on a daily schedule, and these counts are recalculated every hour. Federal SAM.gov opportunities are tracked separately and are not included in the state figures.

What we don't cover

These are owner-issued public solicitations. We do not have general contractor invitations to bid for subcontractors, and we do not track private commercial work in these figures. If your work comes mostly from GC invitations or private projects, we are probably not the right fit yet.
