Definition

Commissioning is a systematic quality assurance process that verifies all building systems (mechanical, electrical, plumbing, controls, life safety) are designed, installed, tested, and calibrated to operate as the owner intended. Fundamental commissioning is required by energy codes such as ASHRAE 90.1 and LEED. A commissioning authority (CxA) oversees the process from design through occupancy.

Why It Matters in Bidding

Commissioning is a defined scope line on many commercial and public projects, so estimators must clarify whether the CxA fee, contractor support hours, and functional testing labor sit in the GC's bid or are owner-furnished. Underestimating the field time MEP subs spend supporting functional tests is a common margin leak, and late or incomplete commissioning can delay substantial completion and trigger liquidated damages.
