Nebraska does not issue a traditional, exam-based general contractor license. Instead, it operates a registration system through the Nebraska Department of Labor under the Contractor Registration Act. Any contractor performing work in the state must register before bidding or signing agreements, and registration is verifiable by owners and public bodies. Because there is no exam or qualifying experience hurdle, the practical barrier to entry is low, but the registration itself is non-negotiable: bidding or contracting without it exposes you to fines and complaints filed with the Department of Labor, and it can undermine your standing to enforce payment.
For estimators and bid teams, the registration step is administrative rather than technical, but it must be locked in before you submit. Out-of-state firms entering Nebraska should register the legal business entity exactly as it appears on insurance and bonding documents, and confirm the registration is active for the bid date. Nebraska offers no general-contractor reciprocity, so a license held elsewhere does not satisfy the registration requirement; budget time to complete it independently of any home-state credential.
Specialty trades such as electrical and plumbing are licensed separately through their own boards, so if your scope of work or your subcontractor mix touches those trades, verify each trade holds the correct state credential before listing them in your bid. Confirm subcontractor registrations and trade licenses during prequalification rather than after award. Sole proprietors may qualify for a workers' compensation exemption, but most bid documents still require proof of coverage for employees, so carry current certificates and align them to the registered business name to avoid a non-responsive bid.
